The San Diego City Council has voted to waive fees for storm-related reconstruction to help residents affected by flooding in January. The waiver applies to demolition and building permits and is expected to save residents about $2.41 million. The permits will also be marked as "high priority" for approval. The city will also establish a "Debris Assistance Program" to provide additional debris-management services at no cost to impacted residents. Federal aid may also be available through the U.S. Department of Agriculture's Emergency Watershed Protection program.
